Charity Care and Financial Assistance at Harbor Regional Health Community Hospital and Medical Group


Harbor Regional Health is committed to ensuring patients get the hospital care they need regardless of their ability to pay for that care. 

Charity care eligibility is based on family size and income. Providing health care to those that cannot afford to pay is an important service that we provide to our community.

State law requires hospitals to provide free and discounted inpatient and outpatient care to those who qualify. If you think you may have trouble paying for your health care, we encourage you to ask for financial help before receiving medical treatment. Our counselors are here to assist you.

Community Hospital and HRH Medical Group have separate billing and thus different charity care options. Please make sure you contact the appropriate billing department when applying for charity care.

If you don’t have health insurance at all, contact www.wahealthplanfinder.org. There are a broad variety of plans available, and if you qualify for the state’s Apple Health program, you may be able to get coverage for bills already incurred—even though you didn’t have insurance at the time you were in the hospital.


What is Charity Care?

Charity care is defined as “necessary hospital health care rendered to those unable to pay for the care or to pay deductibles or coinsurance amounts required by a third-party payer, as determined by Washington State. Charity Care is a way to help low income individuals and families pay for medical services.

If you qualify, health care is either free or reduced-price, depending on your income. Charity Care will be granted to all eligible persons regardless of age, race, color, religion, sex, sexual orientation or national origin.


What does Charity Care Cover?

Harbor Regional Health provides free and discounted inpatient or outpatient care that is either emergent or medically necessary to those who qualify. Services covered under the Charity Care Program shall include only appropriate hospital-based or participating physician practice medical services. "Appropriate hospital-based medical services" shall mean those hospital services which are reasonably calculated to diagnose, correct, cure, alleviate or prevent the worsening of conditions that endanger life, cause suffering or pain, result in illness or infirmity, threaten to cause or aggravate a handicap, or cause physical deformity or malfunction, and there is no other equally effective more conservative or substantially less costly course of treatment available or suitable for the person requesting the service. For this purpose, "course of treatment" may include mere observation or, where appropriate, no treatment at all. 


Who is eligible for Charity Care?

  1. All responsible parties with family income equal to or below one hundred percent of the federal poverty standard, adjusted for family size, qualify for charity care for the full amount of hospital charges related to appropriate hospital-based medical services that are not covered by private or public third-party sponsorship (see Charity Care Schedule below).

  2. All responsible parties with family income between one hundred (100%) and three hundred percent (300%) of the federal poverty standard, adjusted for family size, qualify for discounts from charges related to appropriate hospital-based medical services in accordance with the hospital's sliding fee schedule and policies regarding individual financial circumstances (see the Charity Care Schedule below).

  3. Open to all patients, based solely on family size and income (Ref. NHSC Site Reference Guide p. 9).


How to Apply for Charity Care: 

Any patient of HRH Community Hospital and HRH Medical Group may apply to receive financial assistance/charity care by submitting an application and providing supporting documentation. If you have questions, need help, or would like to receive an application form or more information, please contact us:

Other Assistance:

Coverage assistance: You may be eligible for other government and community programs. We can help you learn whether these programs (including Medicaid/Apple Health and Veterans Affairs benefits) can help cover your medical bills. We can help you apply for these programs.

Uninsured discounts: We offer a discount for patients who do not have health insurance coverage. Please contact us about our discount program.

Payment plans: Any balance for amounts owed by you is due within 30 days. The balance can be paid in any of the following ways: credit card, payment plan, cash, check, or online bill pay. If you need a payment plan, please call the number on your billing statement.

Emergency Care: GHCH has a dedicated emergency department and provides care for emergency medical conditions (as defined by the Emergency Medical Treatment and Labor Act) without discrimination consistent with available capabilities, without regard to whether or not a patient has the ability to pay or is eligible for financial assistance.
